Q: Is this made with rose oil + water, or steamed rose petals? In one place it says pure essential oil & the other says essence from the rose petals.

It is spring water and rose petals distilled. It also has Centiflora Rose Oil. It's lovely, I've used it for years. One of its uses, I fly a lot and put some in a little spray bottle to spray on my face. It's a great hydrator and very refreshing.
